What is the best PC game out there that allows for....?
A - Character development (climbing levels, buying better equipment, etc)
B - Strategy (Growing an economy, military, empire)
C - Fun, challenging, different endings

Try the Age of Empires Series. Age of Empires I, II and III. Plus, there is Age of Mythology.
In all the above games, you need to choose from some civilisation. Then you will be given a handful of villagers in primitive age. Villagers can build, repair, search, collect food,wood,gold and similar resources. You have cretain objectives to achieve like collect a certain amount of resources, build certain bulidings to advance to the next age. Nex, you also need to build up an army. There are a lot of units under the head of infantry,cavalry,seige and mythic units(Age of Mythology only). There are units called monks which can convert enemy units as well as heal our or our ally's units. There are upgrades to each and every unit and they vary from civilisation to civilisation. Primary sources of food that can be collected by villagers are forage bushes, farms, hunting animals and fish(near coastline) wood can be gathered from trees and there are gold mines. In Age of Mythology, yiou need faith of the gods. For that you need to worship at temples plus you are awarded god powers of earthquake, lightning storm to crush your enemy.
In the Economy section, you can use a market for trading opurposes which will help you earn gold. Plus, at he market, you can buy and sell resources. There are vrrious upgrades available here.
Monks can also capture relics. When relics are captured and kept in the monastry, they generaste gold.
In the end, you hsve to combat they enemy and kill each and every unit of his to win.
Each of the game has a storyline which is fun to play. Also, you can play with the computer or with your friends on LAN. Check out these sites.
